This is the second, and final, page of the Virginia Plan drafted by James Madison and submitted to the Continental Congress by Virginia governor Edmund Randolph on March 29, 1787. The plan called for a strong central government with three branches: a bicameral legislature, an executive branch, and a judiciary. As noted on the bottom on the page, these resolutions were later "altered, amended & agreed to in a committee of the whole House."
