Westhaven Construction

This photograph shows the construction of Westhaven public housing, built in a part of Charlottesville that used to be called Cox’s Row. It was named after John West, a wealthy business leader and the first Black owner of the property that later became Vinegar Hill. Westhaven was completed in 1964.
