Poll Tax Receipt
This 1947 tax receipt was an indicator that a Richmond resident had paid their poll tax and was therefore eligible to vote. Poll taxes were implemented during Reconstruction to make it harder for recently emancipated Black people to vote, and they also negatively impacted the voting registration of poor people of any race. Poll tax requirements stayed in place in Virginia until the 1966 U.S. Supreme Court decision Harper v. Virginia Board of Elections.
