Harry B. Davis in the General Assembly

At a special session of the General Assembly on November 30, 1955, Harry B. Davis, a member of the House of Delegates from Princess Anne County, calls for a statewide referendum to consider amending Article 141 of the state constitution, which prohibited providing state funds for private schools. Davis was vice chair of the governor-appointed Gray Commission, which had been created on August 30, 1954, in response to Brown v. Board of Education. The commission proposed that local school boards be given wide latitude in dealing with the issue of integration, and recommended a program of tuition grants for private schools that would come from public funds.
