Mann’s Tavern

This photograph of City Hotel in Annapolis, Maryland, taken around 1890, shows the original structure of Mann’s Tavern. In September 1786, twelve delegates from New York, New Jersey, Pennsylvania, Delaware, and Virginia met at Mann’s Tavern to discuss potential changes to the Articles of Confederation. Since so few delegates were in attendance, the group decided not to hold their meeting then but to schedule another convention for the following year that could address more comprehensive changes to the government. This was to be the Constitutional Convention of 1787. The main structure of Mann’s Tavern burned in 1919, but some outbuildings still stand.
