Should Virginia Have a State-Wide System of Probation and Parole?

A pamphlet titled Should Virginia Have a State-Wide System of Probation and Parole? contains an address delivered on August 9, 1935, by Judge Herbert G. Cochran before a joint session of the Virginia State Bar Association and of the Judicial Section. Cochran was one of the first Virginia judges to use probation as an alternative to incarceration.
