African American Delegates Elected from the Fourth District in 1883

A chart published in The Negro in Virginia Politics, 1865–1902 (1919) by Richard Lee Morton lists African American delegates elected to the General Assembly in 1883 from the fourth electoral district. According to Morton, that district was "the center of [Virginia's] black belt," a region with a high population of African Americans, who tended to vote Republican. The number of black and white voters in each county—figures that were taken from the Richmond Dispatch—are noted in this chart.
