Caesar Perkins

Caesar Perkins, who represented Buckingham County in the House of Delegates from 1869 to 1871 and Buckingham and Cumberland counties from 1887 to 1888, is the subject of this photographic portrait published in Luther Porter Jackson's Negro Office-Holders in Virginia, 1865–1895 (1945).
