Governor Mills E. Godwin is the subject of this 1977 portrait by David Silvette. Godwin served two non-consecutive terms as governor. During his first term, from 1966 to 1970, he was part of the conservative Democratic Party identified with the Byrd Organization, but he later switched parties and served as a Republican governor, from 1974 to 1978. Godwin was the first governor in the country to be elected as both a Democrat and a Republican. This portrait is part of the State Art Collection of the Commonwealth of Virginia.
