The front page of the Staunton Tribune, an African American weekly newspaper edited by Willis M. Carter, bears the paper's motto "Justice To All." Only one copy of the newspaper—this edition from September 1, 1894—is known to survive. Carter served as both editor and president of the company that published the newspaper.
