Carter Glass in 1919

Secretary of the Treasury Carter Glass shakes hands with Lieutenant Benjamin, a U.S. airman, after presenting him with a bundle of circulars to distribute with his airplane. The circulars promoted the Victory Loan of 1919, a bond issue created by the U.S. government to help cover the costs of World War I.
