A Group of Refugee Settlers, of Windsor, Ontario.

A photograph published in Wilbur H. Siebert's The Underground Railroad from Slavery to Freedom (1899) depicts a group of former slaves who had fled the United States and settled in Windsor, Canada West (later Ontario), to attain freedom. In his book Siebert writes, "The passengers of the Underground Railroad had but one real refuge, one region alone within whose bounds they could know they were safe from reënslavement; that region was Canada." In accordance with the British Imperial Act of 1833 that outlawed slavery throughout the British Empire, Canada prohibited the institution of slavery.
