Francis B. Harrison

Francis Burton Harrison was a member of the U.S. House of Representatives from New York and the governor-general of the Philippines under U.S. president Woodrow Wilson. He was the son of Virginia-born novelist Mrs. Burton Harrison, also known as Constance Cary Harrison.
